This just cracks me up, since it reaffirms in the last sentence, what Filhiol told Gov. Miro when he arrived on the Ouachita. I have used modern spelling for clarity.

Extract of a letter to the Editor, dated Ouachitta, June 30th, 1805.
“The inhabitants are highly pleased with the present arrangement in the administration of justice – and the legislative council receive high encomiums for their disinterested and faithful public services. In travelling from New-Orleans to this place, which I suppose near 500 miles, I found both governor Claiborne and the government of the United States, contrary to my expectations, exceeding popular, and particularly with the French – There are a few refugees from justice, that are opposed to the government, because they are afraid the law will reach them and inflict the punishment due to their crimes.”
